Khoy County is located in Iran's West Azerbaijan Province. The county's capital is Khoy. Khoy city was fortified at several points during its history, most recently by the Qajar dynasty in the nineteenth century. Khoy was seized by Ottoman soldiers in 1911, and then by Russian troops during World War I, who retreated in 1917. During World War II, it was once again seized by Soviet soldiers, who lasted until 1946. Khoy is located in the highlands, thus the temperature is chilly in the winter and cool in the summer. The city is surrounded by mountains such as Chelekhaneh and Avrin. Khoy was fortified at several points during its history, most recently by the Qajar dynasty in the nineteenth century.
